Sipas tyre miratimi i ndryshimeve fiskale do t\u00eb r\u00ebndonte situat\u00ebn n\u00eb prodhimet bujq\u00ebsore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebr k\u00ebrkesat kryesore t\u00eb shoqatave prodhuese dhe Sindikat\u00ebs t\u00eb Fermer\u00ebve jan\u00eb subvencionim direkt p\u00ebr fermer\u00ebt q\u00eb kultivojn\u00eb perime t\u00eb fresk\u00ebta e ngjashme me skem\u00ebn e 2019 t\u00eb prodhuesve t\u00eb qum\u00ebshtit. Shtyrjen n\u00eb koh\u00eb t\u00eb aplikimit t\u00eb TVSH-s\u00eb n\u00eb shkall\u00ebn 10% si kund\u00ebr \u00ebsht\u00eb propozuar n\u00eb paket\u00ebn fiskale p\u00ebr vitin 2022 p\u00ebr inputet .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barazim n\u00eb paket\u00ebn fiskale 2022 t\u00eb shkall\u00ebs s\u00eb TVSH n\u00eb shitje me at\u00eb n\u00eb blerje p\u00ebr sektorin e tregtimit dhe p\u00ebrpunimit t\u00eb produkteve bujq\u00ebsore e blegtoral\u00eb, sepse heqja e TVSH-s\u00eb t\u00eb kreditueshme n\u00eb blerje dhe 20% TVSH n\u00eb shitje do t\u00eb thelloj\u00eb informalitetin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prej disa dit\u00ebsh fermer\u00ebt e Lushnj\u00ebs po protestojn\u00eb p\u00ebr ndryshimet fiskale t\u00eb propozuara, pasi sipas tyre do t\u00eb rrisin kostot e prodhimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Letra<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Situata aktuale n\u00eb t\u00eb cil\u00ebt ndodhet bujq\u00ebsia, por edhe t\u00eb gjitha hallkat e zinxhirit t\u00eb ekonomis\u00eb s\u00eb ushqimit nuk po na rezulton n\u00eb nivelin e pritshm\u00ebrive. Pjesa m\u00eb e madhe e operator\u00ebve parashikojn\u00eb ta mbyllin vitin 2021 me rezultate jo t\u00eb mira krahasuar me sektor\u00ebt e tjer\u00eb. Gjithashtu krahasuar me planet e tyre t\u00eb biznesit, me potencialet dhe mund\u00ebsit\u00eb reale q\u00eb ekzistojn\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Konstatojm\u00eb me keqardhje se edhe Paketa Fiskale dhe P\/Buxheti vitit 2022 nuk do t\u00eb garantojn\u00eb frenimin e r\u00ebnies ne disa sektor\u00eb, si p.sh. tek Akuakultura, Blegtoria, Tregjet Agro Blegtorale, Agrop\u00ebrpunimi, Agroturizmi, Agropylltaria dhe Mjedisi ne zonat rurale. Gjithashtu nuk do t\u00eb garantoj\u00eb as q\u00ebndrueshm\u00ebrin\u00eb dhe rritjen n\u00eb disa sektor\u00eb t\u00eb tjer\u00eb, q\u00eb kan\u00eb performuar m\u00eb mire se Frutat, Perimet, Peshkimi, Agrobiznesi, Bim\u00ebt Mjek\u00ebsor\u00eb dhe Aromatike, Bletaria si dhe Mikrofinanca.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb gjykimin ton\u00eb, disa tregues do t\u00eb jen\u00eb edhe m\u00eb negative n\u00eb vitin 2022, pasi v\u00ebrejm\u00eb 30% me pak mbjellje dhe rritje galopante t\u00eb kostove t\u00eb prodhimit, si pasoj\u00eb e kriz\u00ebs globale t\u00eb rritjes s\u00eb \u00e7mimeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nuk \u00ebsht\u00eb e drejt\u00eb q\u00eb sektori yn\u00eb q\u00eb kontribuon me 20% t\u00eb PBB dhe ku jan\u00eb t\u00eb pun\u00ebsuar 40% e forc\u00ebs s\u00eb aft\u00eb p\u00ebr pun\u00eb, t\u00eb p\u00ebrfitoj\u00eb vet\u00ebm 2% t\u00eb shpenzimeve t\u00eb buxhetit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ne ju k\u00ebrkojm\u00eb q\u00eb t\u00eb rishikohet n\u00eb rritje p\u00ebr vitin 2022 projektbuxhetit p\u00ebr MBZHR dhe projekti p\u00ebr Paket\u00ebn e re Fiskale t\u00eb pezullohet deri n\u00eb p\u00ebrfundim t\u00eb vler\u00ebsimit t\u00eb situat\u00ebs, t\u00eb studimeve dhe konsultimit me grupet e interesit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Propozimet tona bashk\u00eblidhur k\u00ebsaj letre synojn\u00eb q\u00eb n\u00ebp\u00ebrmjet formalizimit t\u00eb transaksioneve n\u00eb sektorin e bujq\u00ebsis\u00eb t\u00eb rriten jo vet\u00ebm shpenzimet buxhetore, por edhe t\u00eb ardhurat n\u00eb buxhetin e shtetit minimalisht n\u00eb raportin nj\u00eb me dy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00cbRKESAT E SHOQATAVE<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Subvencionim direkt p\u00ebr fermer\u00ebt q\u00eb kultivojn\u00eb perime t\u00eb fresk\u00ebta n\u00eb baz\u00eb t\u00eb produktit t\u00eb hedhur n\u00eb treg, t\u00eb justifikuar me fature tatimore, e ngjashme me skem\u00ebn e aplikuar n\u00eb vitin 2019 p\u00ebr prodhuesit e qum\u00ebshtit, por pa procedurat burokratike t\u00eb aplikimit dhe konkurrimit n\u00eb AZHBR dhe pa limit. Ne vler\u00ebsojm\u00eb propozimin p\u00ebr ndryshimin e form\u00ebs s\u00eb subvencionimit t\u00eb fermer\u00ebve duke z\u00ebvend\u00ebsuar k\u00ebt\u00eb subvencionim indirekt apo kompensimin q\u00eb deri m\u00eb tani tregtar\u00ebt dhe agrop\u00ebrpunuesit ua kane dh\u00ebne fermer\u00ebve n\u00eb blerje n\u00eb mas\u00ebn 6% mbi \u00e7mimin e tregut. E vler\u00ebsojm\u00eb sepse kjo ka qen\u00eb nj\u00eb barr\u00eb financiare p\u00ebr tregtaret dhe agrop\u00ebrpunuesit, t\u00eb cil\u00ebt duhet t\u00eb kreditonin fermer\u00ebt nga fondet e tyre p\u00ebr nj\u00eb periudhe kohe q\u00eb shkonte nga tre muaj deri n\u00eb nj\u00eb vit, q\u00eb t\u2019ia merrnin konsumatorit kur shisnin brenda vendit ose t\u00eb merrnin rimbursimin kur eksportonin.<br>Disa nga benefitet e k\u00ebsaj skeme do t\u00eb ishin:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a-)Do t\u00eb formalizonte qarkullimin e brendsh\u00ebm t\u00eb produkteve bujq\u00ebsore e blegtoral\u00eb dhe do t\u00eb rriste t\u00eb ardhurat n\u00eb buxhetin e shtetit, sepse n\u00eb baz\u00eb ka fatur\u00ebn e shitjes q\u00eb duhet t\u00eb zot\u00ebroj\u00eb fermeri i cili do t\u00eb jet\u00eb i interesuar t\u00eb mos hedh\u00eb n\u00eb treg asnj\u00eb kilogram produkt pa fatur\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b-) Duke mund\u00ebsuar gjurmueshm\u00ebrin\u00eb do t\u00eb stimulonte fermerin q\u00eb prodhon produkt me standardet e tregut, q\u00eb do t\u00eb thot\u00eb se subvencioni nuk nxit parazitiz\u00ebm, por promovon suksesin, standardin dhe cil\u00ebsin\u00eb e lart\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">c-) Do t\u00eb shmangte subjektivitetin dhe korrupsionin e administrat\u00ebs shtet\u00ebror, sepse i vetmi dokument p\u00ebr t \u2018u verifikuar \u00ebsht\u00eb fatura tatimore, t\u00eb cil\u00ebn e monitoron dhe administron administrata tatimore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">d-) N\u00eb munges\u00eb t\u00eb regjistrit t\u00eb fermave, kjo skem\u00eb do t\u2019i shmangte burokracin\u00eb dhe dokumentacionin e v\u00ebshtir\u00eb p\u00ebr t\u2019u siguruar nga fermeri, sepse pjesa m\u00eb e madhe nuk e ka juridikisht titullin e pron\u00ebsis\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">e-) Do t\u00eb kursente apo zeronte shpenzimet infrastrukturore p\u00ebr zbatimin e skem\u00ebs (rasti i naft\u00ebs pa akciz\u00eb ku jan\u00eb shpenzuar fonde t\u00eb konsiderueshme p\u00ebr hartimin dhe monitorimin e skem\u00ebs).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stimulim t\u00eb eksportuesve n\u00ebp\u00ebrmjet Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Doganave (sipas modeleve t\u00eb rajonit) p\u00ebr \u00e7do eksport t\u00eb realizuar, sepse eksportuesit jan\u00eb promotor\u00eb t\u00eb zhvillimit t\u00eb bujq\u00ebsis\u00eb dhe partner\u00ebt m\u00eb t\u00eb dobish\u00ebm t\u00eb fermer\u00ebve. Ata kryejn\u00eb biznes me risk t\u00eb lart\u00eb, pasi grumbullojn\u00eb perime me \u00e7mim blerje t\u00eb paravendosur, nd\u00ebrkoh\u00eb q\u00eb tregu p\u00ebson luhatje t\u00eb forta brenda dit\u00ebs dhe shpesh godet tregtaret me ulje t\u00eb \u00e7mimeve t\u00eb shitjes. Me risk t\u00eb lart\u00eb, sepse eksportuesit paguajn\u00eb pasojat q\u00eb vijn\u00eb nga kontrollet p\u00ebr pesticide n\u00eb vendet ku eksportohet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barazim n\u00eb paket\u00ebn fiskale 2022 t\u00eb shkall\u00ebs s\u00eb TVSH n\u00eb shitje me at\u00eb n\u00eb blerje p\u00ebr sektorin e tregtimit dhe p\u00ebrpunimit t\u00eb produkteve bujq\u00ebsore e blegtoral\u00eb, sepse aplikimi i shkall\u00ebve t\u00eb ndryshme t\u00eb TVSH q\u00eb n\u00eb paket\u00ebn fiskale t\u00eb paraqitur nga Qeveria parashikohet n\u00eb m\u00ebnyr\u00eb paradoksale te jete 0% ne blerje dhe 20% ne shitje thellon informalitetin dhe d\u00ebmton fermer\u00ebt, tregtar\u00ebt dhe agrop\u00ebrpunuesit. Kjo do t\u2019i ve operatoret e k\u00ebtij sektori n\u00eb nj\u00eb regjim taksimi t\u00eb padrejt\u00eb dhe p\u00ebr pasoje i detyron t\u00eb furnizohen me produkte bujq\u00ebsore nga importi dhe te braktisin produktin vendas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zbatimi i k\u00ebsaj k\u00ebrkes\u00eb p\u00ebr ne \u00ebsht\u00eb nj\u00eb detyrim ligjor p\u00ebr qeverin\u00eb, sepse aktualisht kjo skem\u00eb shtremb\u00ebron frym\u00ebn e ligjit p\u00ebr TVSH dhe prish mekanizmin e vjeljes t\u00eb k\u00ebtij tatimi, pasi tregtar\u00ebt apo agrop\u00ebrpunuesit, me ndryshimin e fundit, nuk paguajn\u00eb m\u00eb TVSH, por nj\u00eb tatim mbi qarkullimin. Kur u b\u00eb 20% kompensimi n\u00eb vitin 2014, u rregullua n\u00eb m\u00ebnyr\u00eb t\u00eb pavullnetshme ky handikap, sepse q\u00ebllimi ishte realizimi i kompensimit p\u00ebr fermerin jo rregullimi i mekanizmit t\u00eb vjeljes s\u00eb TVSH-s\u00eb n\u00eb p\u00ebrputhje me frym\u00ebn e ligjit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si rezultat i rregullimit t\u00eb k\u00ebtij mekanizmi dhe kthimit n\u00eb parimin e proporcionalitetit t\u00eb k\u00ebtij tatimi, ne sektorin e bujq\u00ebsis\u00eb u rrit k\u00ebrkesa p\u00ebr produktin bujq\u00ebsor vendas e p\u00ebr pasoje e efektit te mekanizmave t\u00eb tregut (raporti ofert\u00eb- k\u00ebrkes\u00eb), u rrit \u00e7mimi i shitjes dhe u rrit formalizimi i sektorit. Ne jemi t\u00eb bindur se zbatimi i k\u00ebsaj k\u00ebrkes\u00eb do t\u00eb formalizonte qarkullimin e brendsh\u00ebm t\u00eb produkteve bujq\u00ebsore q\u00eb aktualisht \u00ebsht\u00eb 70-90% informal dhe p\u00ebr pasoj\u00eb do t\u00eb rriste t\u00eb ardhurat n\u00eb buxhetin e shtetit n\u00eb nj\u00eb mas\u00eb relativisht t\u00eb barabart\u00eb me subvencionin q\u00eb ne k\u00ebrkojm\u00eb n\u00eb kerkes\u00ebn nr.1 dhe rimbursimin q\u00eb do t\u00eb p\u00ebrfitojn\u00eb eksportuesit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLigji Nr. 92\/2014 \u201cP\u00ebr tatimin mbi vler\u00ebn e shtuar\u201d Neni 1 Objekti i ligjit 1. Ky ligj vendos tatimin mbi vler\u00ebn e shtuar (TVSH-n\u00eb). 2. TVSH-ja \u00ebsht\u00eb nj\u00eb tatim i p\u00ebrgjithsh\u00ebm mbi konsumin e mallrave dhe sh\u00ebrbimeve, proporcional me \u00e7mimin e tyre, q\u00eb i ngarkohet n\u00eb \u00e7do faz\u00eb t\u00eb prodhimit dhe procesit t\u00eb shp\u00ebrndarjes \u00e7mimit pa tatimin. TVSH-ja zbatohet si nj\u00eb tatim n\u00eb p\u00ebrqindje mbi \u00e7mimin e mallrave dhe sh\u00ebrbimeve dhe behet e k\u00ebrkueshme p\u00ebr t\u2019u paguar pas zbritjes s\u00eb TVSH-s\u00eb q\u00eb rendon drejtp\u00ebrdrejt elementet e kostos s\u00eb mallrave dhe t\u00eb sh\u00ebrbimeve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr k\u00ebt\u00eb arsye tregu i brendsh\u00ebm i fruta-perimeve \u00ebsht\u00eb aktualisht 90% informal dhe shteti nuk vjel TVSH q\u00eb konsumatori e paguan. Edhe ne si eksportues dhe agrop\u00ebrpunues e kemi t\u00eb nevojshme t\u00eb dalim n\u00eb tregun vendas, qofte me produktet q\u00eb kan\u00eb standard eksporti, por edhe me produkte m\u00eb pak cil\u00ebsore q\u00eb mund t\u00eb p\u00ebrdoren n\u00eb industrin\u00eb p\u00ebrpunuese, por q\u00eb n\u00eb k\u00ebto kushte e kemi t\u00eb pamundur, pasi na intereson m\u00eb mir\u00eb ta asgj\u00ebsojm\u00eb p\u00ebr shkak t\u00eb tatimit q\u00eb do paguanim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nisur nga fakti q\u00eb k\u00ebt\u00eb periudhe ka ngritje t\u00eb \u00e7mimeve t\u00eb imputeve bujq\u00ebsore n\u00eb mas\u00ebn 30-100% p\u00ebr shkak t\u00eb kriz\u00ebs globale energjetike, k\u00ebrkojm\u00eb shtyrjen n\u00eb koh\u00eb t\u00eb aplikimit t\u00eb TVSH-s\u00eb n\u00eb shkallen 10% si kund\u00ebr \u00ebsht\u00eb paraqitur n\u00eb projekt paket\u00ebn fiskale p\u00ebr vitin 2022.<br>Mb\u00ebshtesim krijimin n\u00eb MBZHR t\u00eb nj\u00eb zyre apo agjencie p\u00ebr studimin e tregjeve dhe orientimin e fermer\u00ebve, n\u00eb bashk\u00ebpunim me sh\u00ebrbimin e ekstensionit dhe specialistet e Drejtorive Rajonale t\u00eb Bujq\u00ebsis\u00eb. K\u00ebrkojm\u00eb garantim dhe monitorim t\u00eb cil\u00ebsis\u00eb s\u00eb imputeve bujq\u00ebsore dhe n\u00eb k\u00ebt\u00eb drejtim mb\u00ebshtesim hapat e marr\u00eb p\u00ebr ristrukturimin dhe rishikimin e baz\u00ebs ligjore q\u00eb rregullon veprimtarin\u00eb e AKU, si dhe ngritjen e Urdh\u00ebrit te Agronomit dhe aplikimin e librit te ferm\u00ebs e ndjekjes s\u00eb protokolleve n\u00eb funksion t\u00eb kontrollit t\u00eb prodhimit n\u00eb t\u00eb gjitha fazat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjithashtu mb\u00ebshtesim fuqish\u00ebm investimet e reja p\u00ebr kontrollin dhe monitorimin e cil\u00ebsis\u00eb s\u00eb produkteve tona n\u00ebp\u00ebrmjet laborator\u00ebve t\u00eb akredituar dhe heqjen e List\u00ebs B t\u00eb pesticideve. Mb\u00ebshtesim krijimin e nj\u00eb agjencie n\u00eb MBZHR, t\u00eb ndihmuar edhe nga diplomacia ekonomike, q\u00eb t\u00eb studioj\u00eb tregun e brendsh\u00ebm e t\u00eb jasht\u00ebm t\u00eb produkteve bujq\u00ebsor\u00eb, duke evidentuar asortimentet dhe sasit\u00eb qe absorbojn\u00eb k\u00ebto tregje n\u00eb periudha t\u00eb caktuara t\u00eb vitit dhe n\u00eb baz\u00eb t\u00eb k\u00ebtyre t\u00eb dh\u00ebnave t\u00eb bej\u00eb nj\u00eb orientim makro p\u00ebr fermer\u00ebt shqiptare p\u00ebr \u00e7fare dhe sa duhet t\u00eb mbjellin, K\u00ebshtu zbuten ose shmangen krizat e forta t\u00eb tregut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky lloj sh\u00ebrbimi do t\u00eb ndihmonte eksportuesit dhe fermer\u00ebt p\u00ebr t\u00eb qen\u00eb m\u00eb t\u00eb orientuar p\u00ebr vendimmarrjen e tyre n\u00eb p\u00ebrzgjedhjen e kultur\u00ebs, varietetit, afateve kohore, teknologjis\u00eb se aplikuar etj. Si model t\u00eb sh\u00ebrbimit t\u00eb ekstensionit propozojm\u00eb modelet e Italis\u00eb apo Greqis\u00eb, ku \u00e7do agronom ka t\u00eb kontraktuar nj\u00eb num\u00ebr fermer\u00ebsh q\u00eb mbik\u00ebqyr dhe p\u00ebr t\u00eb cil\u00ebt mban p\u00ebrgjegj\u00ebsi deri te firmosja e certifikat\u00ebs fitosanitare q\u00eb tek ne e firmos qorrazi nj\u00eb agronom, qe nuk ka lidhje me fermer\u00ebt, por q\u00eb th\u00ebrritet nga grumbulluesi para nisjes se trajlerit p\u00ebr eksport.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6.K\u00ebrkojm\u00eb nga qeveria t\u00eb angazhohet n\u00eb rregullimin me ligj t\u00eb kushteve dhe m\u00ebnyr\u00ebn e kryerjes s\u00eb tregtis\u00eb me produktet bujq\u00ebsore p\u00ebr t\u00eb garantuar interesat e pal\u00ebve n\u00eb k\u00ebt\u00eb treg.
